The new sequel crossover shows that Shredder has spent the time in between books fine-tuning the Ranger technology to turn his loyal minions into his own Power Rangers. Since they unveil their new powers and costumes at the end, very little is seen of Bebop and Rocksteady as Rangers, but what readers see is effective.

Bebop and Rocksteady waste no time showing off their new prowess in a quick skirmish with the Power Rangers and Teenage Mutant Ninja Turtles. Within seconds, Raphael finds himself slammed into the ground while Tommy Oliver gets knocked into next week. These aren’t the same lackeys the heroes would grind up with ease regularly.
Most notably, it’s said that Bebop and Rocksteady are “bigger, badder, and better than you’ll ever be,” hinting that the powers created for them by Shredder may be even stronger than those of the original Rangers.
